Job summary

This is a post offered on an initial 6 month fixed term basis, as the incumbent is shortly to be going on secondment to a leadership post within NHS England.

The post holder will support the ICB Medical Director and the West Suffolk Alliance Director, in the delivery of the objectives of the Alliance and the Integrated Care Board. The post holder will have the opportunity to serve as a change agent in shaping the current and future delivery of health services in the region.

The post holder will at times be required to deputise for the ICB Medical Director, and will have the specific remit to deliver clinical leadership at place across West Suffolk. Good relationships with key stakeholders such as Primary Care Networks and West Suffolk Foundation Trust are essential.

The role provides opportunities for career development, as well as a place in the welcoming and supportive alliance team.

The role is part time, with a 2 day per week commitment. Flexible working is supported.

Main duties of the job

Are outlined in the attached Job specification; and are primarily for the provision of clinical and professional leadership at place.

A suitable applicant needs to be a highly regarded General Practitioner working in West Suffolk, and will be expected to maintain a separate clinical commitment alongside this role.

Accountable to the ICB, reporting directly to the ICB Medical Director (MD). Work closely alongside the Alliance Director and as part of the Alliance Senior Management team (SMT). Strong relationships with their colleagues in general practice. Working with DMD counterparts in Ipswich and East, and North-East Essex Alliances.

Is accountable for matters relating to relevant professional colleagues across the clinical and care workforce employed by the Alliance. Advise the ICB on professional matters relating to general practice.

Accountable for a defined portfolio of work across the ICS, as agreed with the MD. Examples could include Clinical Informatics, Research and Ethics, Medical Workforce, Health and Care Professional Leadership, Clinical Outcomes, Safety, Medicines management, and Quality Improvement. Alternative suggestions, to be agreed with the MD, are encouraged.

Lead on developing quality and transformation of health services within the Alliance including sharing intelligence and working with general practice and other key partners and regulators across and outside the Alliance, to improve quality of care and outcomes.

Job responsibilities

The Deputy Medical Director (DMD) will support the development and delivery of the long-term plan of the integrated care board (ICB) through the West Suffolk Alliance Committee (AC). They will ensure this reflects and integrates the strategies of all relevant partner organisations of the Alliance, with a particular focus on developing a shared clinical strategy. As a practicing General Practitioner, they will be responsible for developing one medical community within the Alliance.

As a member of the AC, each member is jointly responsible for planning and allocating resources to meet the four core purposes of integrated care systems (ICSs):

improve outcomes in population health and healthcare

tackle inequalities in outcomes, experience, and access

enhance productivity and value for money, and

help the NHS support broader social and economic development.

Qualifications

Essential

  • Be a registered medical practitioner with the regulatory body (GMC), and a practicing GP.

Experience

Essential

  • Professional leadership experience or equivalent is essential.
  • Some experience of providing leadership within a regulated environment and across complex systems with demonstrable impact.

Knowledge

Essential

  • Knowledge of the health, care and local government landscape is essential.
  • Current evidence and thinking on practices which reduce health inequality, improve patient access, and patient safety.
  • Some knowledge of health and care financial planning is desirable.

Skills

Essential

  • The ability to be kind in your leadership practice.
