Procurement Business Partner - Soft FM

Main duties of the job
The aim of the role is:
To lead Soft FM Procurement projects that support internal and industry stakeholders to become commercially focused in maximising their Soft FM budgets, achieve savings targets and provide patient releasing services. This includes overseeing and managing the pipeline of Soft FM procurement related work by collaborating with the North East London Integrated Care System (NEL ICS) Procurement Collaborative.
To lead the Soft FM sourcing team consisting of a Procurement Specialist, Senior Business, Buyer and Apprentice, and to provide mentoring and support.
Provide leadership and support to a Soft FM sourcing team responsible for the delivery of a savings, social value and value-added work plan.
Be the highly specialist procurement and sourcing professional for allocated spend categories. Support stakeholders in the development of specifications and evaluation criteria. Co-ordinate and deliver the procurement process from inception through to the award of contract, ensuring effective negotiation with external suppliers, agents and contractors.
Strategically inform business planning, and link Soft FM service spend to the bigger picture within the NHS. Maintain extensive commercial expertise and the experience in making informed commercial decisions and recommendations, understanding the impact of these upon the Trust as a whole.

Job responsibilities
An exciting opportunity exists for a Procurement Business Partner for Soft FM within the Procurement and eCommerce Department to manage the non-pay and strategic sourcing of all Soft FM commercial activity.
This is a high-profile hands-on leadership role, and the successful applicant needs to balance strategic with tactical operational priorities, often on a daily basis. No day at Barts Health NHS Trust is the same and if you have a can do attitude, you will flourish in this role. Resilience and energy are of paramount importance.
The role will report to the Deputy Director of Sourcing and manage and coach a small sourcing team of 2 staff ranging from an apprentice to a senior procurement specialist.
Over the last few years, Barts Procurement have embarked on an ambitious journey to shape the strategic direction of the Department with a specific focus on up-skilling Commercial and soft skills. We launched a Well Being and Training initiative to support our staff with the necessary management and people skills to thrive in this demanding environment and contribute towards a single team ethos. The Department recently achieved Gold status or 97% through formal accreditation of the NHS Commercial Services CCIAF. A commercial contract management function has also been set up to address value leakage and foster innovation with strategic suppliers. In 12 months time, the Procurement Department will look to re-organise into a Procurement Collaborative to achieve best value for money and patient care.

- At least three years previous contract management experience within a complex organisation
- Demonstrable expert knowledge and experience in areas of: project management, negotiation, cost and price management, PCR 2015/FTS procurement
- Demonstrable staff management and development experience.
- Significant previous experience of procurement project management within a complex organisation.
- Experience of working across a multi-disciplined environment, successfully leading multidisciplinary teams.
- Experience of setting up and implementing internal processes and procedures.
- Experience of creating and giving presentations to a varied group of internal and external stakeholders
- Proven track record of supporting innovation with an ability to support the implementation and management of change.
- Understanding of logistics, inventory control and supply chain management.

- Significant (usually 5 years) experience of working in senior role responsible for system management and improvement in Procurement and Supply Chain environment.

Qualifications

- Bachelor's Degree and/or equivalent experience acquired through the following: a. other forms of procurement training/learning eg long or combination of short courses or structured self-study b. specialist procurement experience and working pro-actively with procurement practitioners who are experienced in procurement, together with relevant short courses.
Desirable
- Chartered Institute of Purchasing and Supply qualification CIPS or MCIPS by examination
- Relevant project management and / or qualification such as APMP or PRINCE 2.
- In-depth knowledge of all Procurement & Supply Chain systems and relevant interfaces
