Job summary

The Suffolk and North East Essex Integrated Care Board (SNEE ICB) are looking for a senior analytical manager to lead a programme of work around population health management (PHM). The post holder will lead the ICBs PHM analytics team, working to the Head of Business Intelligence and wider Intelligence Function leadership. They will play a leading role in developing the ICBs population health infrastructure and insights, including a longitudinal linked healthcare dataset, an advanced analytics environment, and a population health reporting platform. They will lead the management and analysis of large datasets from across primary, secondary and care sectors, as well as data on wider determinants of health. They will work with stakeholders across health and care, including in the VCFSE, to use linked data to tailor the provision of care to identify people who would benefit most from proactive intervention and to tailor services to best meet population need.

This is an analytical leadership role in which the candidate will have a key role to play in the developing field of population health analysis.

Main duties of the job

Managing analytical projects and infrastructure:

To scope and manage the delivery of PHM analytical projects, focussing on priority projects that will drive the delivery of the SNEE ICS PHM strategy, ensuring coverage of insights across the SNEE population and three Alliances.

To manage the development of the SNEE PHM data and analytics environment, to ensure it stores the right information, that the data is managed safely, and is only accessible by those with a reason to view it.

Work with the Digital PMO, data suppliers, and cross-system analysts to identify where new data flows are needed to meet business analysis requirements, getting value from the ICBs data and analytics environment and reporting tools.

Leadership and line management

Be a member of the Business Intelligence Senior Leadership Team, helping the Head of Business Intelligence to set direction across the unit.

Develop and monitor objectives for both the team and individuals across the year, ensuring all staff have an appraisal and provide support and guidance in ensuring the appraisal is completed. Ensure all mandatory training is undertaken by the team, and undertake effective management of resources, such as through appropriate holiday planning and management and recording of sickness and absence to ensure early intervention and identification of emerging issues.

Job responsibilities

The outcomes the Suffolk and North East Essex (SNEE) Integrated Care System (ICS) would like to achieve for the one million people living in Suffolk and North East Essex is for everyone to have as healthy a life as possible, and to enable Health Equality for Everyone. Our population is both growing in size and growing in age with more people living for longer in poorer health. We understand we face new challenges as society changes, and as new risks such emerge. These may require a different approach to that we have previously taken, to achieve the outcomes we want to see for the populations health and wellbeing.

Population Health Management (PHM) aims to use linked healthcare data and advanced analytics to improve physical and mental health outcomes, promote wellbeing and reduce health inequalities across an entire population.

The SNEE Integrated Care Board (ICB) has established significant capacity and expertise to enable PHM, including:

  • A longitudinal linked healthcare dataset combining primary care, secondary care, social care and other datasets
  • A secure data environment for hosting linked data, and for providing advanced analytics capabilities
  • A reporting platform enabling users from across the ICS to access and self-serve PHM insights
  • A dedicated PHM analytics team for managing our PHM infrastructure and generating insights from linked data

The post holder will lead the PHM analytics team, working to the Head of Business Intelligence and wider Intelligence Function leadership. The post holder will play a leading role in managing our PHM structure, and in developing PHM insights from data and analysis, from descriptive to predictive and prescriptive, and across the ICB and ICS. They will lead a team of analysts, including individuals for whom they have direct line management responsibility and, for cross-cutting, project based work, a virtual team of ICS analysts. Their analysis will include working with data from across primary, secondary and care sectors, as well as data on wider determinants of health, to undertake segmentation modelling, risk stratification, analysis of full patient pathways, and identification and monitoring of health inequalities. They will work with stakeholders across health and care, including in the VCSE, to use linked data to tailor the provision of care to identify people who would benefit most from proactive intervention and to tailor services to best meet population need.

Qualifications

Essential

  • Senior Data Professional knowledge plus additional specialist, management knowledge acquired through training and experience to Masters level equivalent

Experience

Essential

  • Proven experience of working in a management/leadership role related to the provision of analysis for health and care services or health and care policy
  • Experience of delivering and managing competing demands in a time constrained environment, both personally and through a team
  • Experience in managing analytical projects and delivering analytical products through teams

Desirable

  • Experience of Healthcare / Public Health / Population Health Management and Analytics, including experience of working with multiple sets of health related data and information systems in health related organisations
  • Working with NHS IT systems and datasets

Knowledge

Essential

  • In depth knowledge of population health and the determinants of health
  • Advanced skills in at least one programming language commonly used for analysis e.g. SQL, Python, or R
  • In depth knowledge of statistics and/or machine learning
  • Experience of using databases including SQL and knowledge of data warehouse environments
  • Knowledge of data security and confidentiality issues

Desirable

  • Advanced user in R or Python
  • Excellent understanding of Information Governance
  • Understanding of NHS data flows and information issues, including commissioning datasets
