Job summary
The
System Lead of Organisational Development will play a key role in developing and supporting the delivery of
The Wakefield People Plan. The post holder will lead the development of a health and social care learning and development programme. They will coordinate programmes that support cultural transformation and leadership capability. The
post holder will also manage learning, wellbeing and OD activity that is carried
out at Place level.The post is a key member of the System Workforce Team. The team coordinates a programme of activities aimed at meeting the objectives set out in The NHS Long Term Workforce Plan. It works closely with health and social care partners to develop a common approach to workforce challenges. This
is a senior leadership role requiring the post holder to be a strong team
player. The post-holder will make a significant contribution to the achievement of the
Partnerships mission and values. They will develop strong links with partners from a range of different
sectors. They will have a good understanding of how to
support learners. They will have experience of working in a health, social care
or education setting. The post holder will have excellent communication and
organisation skills, with the ability to work autonomously and make links to
wider workstreams that support organisational development.
Main duties of the job
The post holder will focus on supporting the delivery of pillars 1-3 of The Wakefield People Plan.
Pillar 1: Looking
After Our People
The post holder will lead on delivery of the
NHS People Promise. They will coordinate the
implementation of this promise by embedding a compassionate and inclusive
culture, creating an increasingly multidisciplinary and adaptive workforce, and
drive different and more flexible working practices.
Pillar 2: System
Leadership Development
The post holder will facilitate the
development of a values-based, shared leadership culture throughout all parts
of the WDHCP Partnership.
The post holder will lead on the development
of Compassionate Leadership skills within the WDHCP. They will develop, implement and
evaluate a leadership framework for the WDHCP based on system leadership models
and on locally developed leadership competencies.
The post holder will coordinate the NHS Graduate
Management Training Scheme & fellowship programmes.
Pillar 3: Belonging
to the WDHCP
The post holder will ensure the delivery of inclusive OD
and leadership development programmes that empower staff from
diverse groups to maximise their potential.
The post holder will coordinate system
training programmes on Cultural Competency. These will typically include a focus
on self-awareness, stereotyping, bias, communication styles and how cultural
preferences play out in the workplace.

Job responsibilities
The main
responsibilities of this post are set out below:
- Required to present information to large
groups of stakeholders, where appropriate, where there may be contention or
negotiation required to successfully convey function related information.
- Support the workforce team to deliver
against agreed metrics aligned to contract values, demonstrating improvement
where appropriate.
- Work autonomously with significant
discretion to work to broad occupational policy.
- Using various communication methods,
provide timely advice on highly complex situations, provide information or
support to internal and external stakeholders around related function, adhering
to policies, legislation, governance requirements and best practice guidance.
- Plan and co-ordinate the implementation
of workforce and OD specific strategies, theory, protocols, and processes for
the achievement of organisational objectives, which may have influence outside
of their functional area.
- Make judgements on a range of complex
issues relating to Organisational Development and workforce, using own
expertise and responsibility level.
- Provide day to day line management of a
single function, providing leadership and objective setting whilst dealing
effectively with staff related issues.
- Manage allocated financial responsibility
for a delegated budget in line with financial rules and will be an authorised
signatory where required.
- Propose policy/service changes and plan
implementation relevant to Organisational Development and workforce to ensure
continual improvements across the organisation.
- Produce timely OD and workforce specific
regular reports, papers, and databases, using prolonged concentration and
appropriate software packages when required.

Pillar 1: Looking
After Our People
The post holder will lead on delivery of the
NHS People Promise. They will play a unique professional role in driving the
implementation of this promise by embedding a compassionate and inclusive
culture, creating an increasingly multidisciplinary and adaptive workforce, and
drive different and more flexible working practices.
The post holder will establish a diverse
steering group of senior health and care leaders from a range of sectors to
explore ways which we can work together to develop high trust, safe working
environment for our staff.
The post-holder will collate results of staff
surveys, identify common themes and develop a system-wide approach to
addressing these. They will use Staff Survey results as the principal way to
measure progress.
Pillar 2: System
Leadership Development
The post holder will facilitate the
development of a values-based, shared leadership culture throughout all parts
of the WDHCP Partnership. They will lead on the development, implementation, and
evaluation of the WDHCP values-based leadership strategy. This includes
engaging with staff and managers at all levels, including senior managers,
directors, and Board members. The post holder will identify the development
needs of managers and leaders in relation to effective delivery of the WDHCP
transformation programmes, integrated business plans and other high level
strategic plans. They play a lead role identifying and delivering strategies
which ensure the development of internal talent.
The post holder will lead on the development
of Compassionate Leadership skills within the WDHCP. Compassionate leadership
effectively manages the performance of individuals, teams, organisations, and
systems by encouraging a collective responsibility for problem solving,
decision making and learning. This approach to leadership encourages
risk-taking (within safe boundaries) and accepts that not all innovation will
be successful. Compassionate leadership helps to create psychologically safe
working environments by encouraging team members to share learning and respond
constructively to failure.
The post holder will develop, implement and
evaluate a leadership framework for the WDHCP based on system leadership models
and on locally developed leadership competencies. They will ensure that all
relevant leadership/management development activities and programmes are mapped
to a common framework.
The post holder will lead on the development
of a system leadership development framework. This will include:
A system leadership development pathway which
sets out the expectations of the WDHCP for all staff to achieve
leadership/management competencies.
A leadership career development ladder which
enables understanding of the competence requirements at different leadership
levels within the WDHCP
The post holder will lead on delivery and
evaluation of the WDHCP talent management and succession development programmes
in support of assisting leaders to acquire and develop appropriate competencies
for current and future roles. They will lead on the coordination and
development of the local West Yorkshire Coaching and Mentoring Hub, ensuring
full utilisation by Wakefield system partners. In so doing the post holder will
establish a pool of Leadership Coaches to help all levels of leadership
within the WDHCP.
The post holder will coordinate the WDHCP
leadership and management trainee programme including the NHS Graduate
Management Training Scheme & fellowship programmes. They will design,
deliver and support leadership development programmes which help ensure that
the WDHCP system leaders are equipped with the competence and confidence to
carry out their role in a manner which is congruent with and promotes the WDHCP
Strategic Plan.
The post holder will work closely with
external partners and agencies e.g., NHS leadership Academy, HEE, to ensure
WDHCP members are well positioned to take advantage of development
opportunities. They will be part of
relevant regional and national networks as appropriate to represent the WDHCPs
needs and to ensure subsequent learning is brought back into the organisation.
Pillar 3: Belonging
to the WDHCP
The post holder will
support delivery of the Pillar 3 Programme in The Wakefield People Plan. They will ensure the delivery of inclusive OD
and leadership development programmes that empowers and enables staff from
diverse groups to maximise their potential and talent.
The post holder will coordinate system
training programmes on Cultural Competency. These will typically include a focus
on self-awareness, stereotyping, bias, communication styles and how cultural
preferences play out in the workplace.
The post holder, working alongside the
relevant programme manager will develop system training programmes which
promote inclusive leadership and better support for people from marginalised
groups.

Essential
- Specialist knowledge to post-graduate level of organisational development or equivalent relevant experience.
- Educated to degree level.
- Evidence of Continuing Professional Development.
