Job summary

We are seeking to recruit an Executive Director of Primary Care, Community and Mental Health Services who can demonstrate strong strategic and clinical leadership, has a proven track record of operational excellence and has a passion for taking forward change.

The post holder will have experience of operating at Board level, with a proven track record of successfully delivering a complex portfolio, preferably in a rural and integrated health and/or social care environment.

The successful candidate will display natural leadership, drive and determination and will shape the successful development and design of sustainable quality services within a rural health care setting; displaying outstanding communication, negotiating and influencing skills that will support and encourage clinical and non-clinical staff to develop truly rural solutions for the significant challenges ahead for both health and social care.

Main duties of the job

The Director of Primary, Community and Mental Health Services will be responsible for the successful delivery of clinical services and referral to treatment across clusters within Powys that underpins our Rural Health Care model. The Director will be responsible for Executive leadership and have accountability across all primary care, community, mental health and learning disability services within Powys and will provide a leadership approach that develops a culture of transformational health and care.

As an Executive member of the Board, you will hold corporate responsibility, jointly with other Board members, for the strategic direction, corporate policy-making and development and delivery of Health Board objectives.

About us

Powys Teaching Health Board (PTHB) encompasses the whole of the County of Powys which covers around 25% of the land mass of Wales with only 5% of the population. In a rural county, as a health board, we provide as many services as safely as possible locally; through GPs and other primary care professionals, a network of community hospitals and community services, including midwifery-led services, mental health, learning disabilities, children's services, adult rehabilitation and frailty services. Alongside this we have a significant commissioning role working with providers in both Wales and England.

Our ambitious Health and Care Strategy sets out our vision for the future of a healthy, caring Powys. It describes how in partnership, we will focus on wellbeing, ensure early help and support, tackle the main conditions that limit life, and provide joined up care.

Qualifications

Essential

  • Educated to a Master's Degree level or equivalent qualification or t senior level experience
  • Evidence of recent Management and Leadership Development.
  • Evidence of and a demonstrated commitment to continued professional development

Experience

Essential

  • Proven experience of working and contributing at Board level.
  • Significant experience of working with community health services and partnership working with the Local Authority.
  • An understanding of the nature and challenge of services in a complex environment.
  • Experience of multi-agency strategic planning and successful track record of strategic management at Board level in a complex organisation
  • Understanding of the NHS modernisation agenda and using this knowledge to develop and implement strategy and service developments.
  • Understanding of community services, especially the role of the various "new" national initiatives and their regulatory functions.
  • Knowledge of demand management and clinical engagement.
  • Experience of managing significant resources and budgets and a proven track record of delivering financial sustainability and value for money.
