An exciting opportunity has arisen to join the Wiltshire Councils ICT department working in the Projects & Programme function delivering new solutions for Wiltshire Council.

Main duties of the job

As a Technical Configuration Developer, you will be working to deliver systems that are essential to the council. Working alongside others in the team and the wider organisation you will develop and deliver solutions using the Dynamics 365 platform and other commercial off the shelf software systems. You will create and customise business process flows, forms, reports, and update configuration. You will work to diagnose and fix issues in the systems so good problem-solving skills will be essential. This role involves working closely with Stakeholders through the organisation so good communications skills will be needed.

The ideal candidate will have experience working in the technical administration of enterprise systems. Previous experience of Microsoft technologies including Dynamics 365 administration, PowerShell, Azure, Power Apps and Power Query would be useful. A solid understanding other technologies such as JavaScript, HTML, .NET development, JSON would be an advantage. The successful candidate will be working within an Agile development team. You would be capable of working effectively both independently and alongside others.

Job responsibilities

This role takes the business challenges (from the systems analyst) and solutions designs produced by the Architect roles, defined by the Product Owner and build it using the M365 product set (Teams, SharePoint, Power platform) or Robotic Process Automation (RPA - Blue Prism). They must have excellent technical ability and have full understanding of the complexity of the various technical elements of M365/RPA, their interoperability and interacts, along with integrations with commercial applications. It is essential they keep abreast of emerging technologies so that the Council can make best use of new commercial offerings within the M365 and automation product set, e.g. mobile apps, bots and extensions for MS Teams. Where the council purchases vender produced software this role has to blend the software with the M365 suite and any automations to deliver a coherent product whilst still achieving business needs but without affecting current networks, products in use.

The staff member will work within a specific product team, alongside other DevOps Engineers specialising in M365 and automation towards a roadmap defined by the Product Owner, working in sprints to deliver a product set delivering business outcomes. They will work alongside the systems analyst, and architects to ensure appropriate information is provided to start development. Engaging and being an active member in sprint planning sessions, stand-ups and retrospectives.

Person Specification

Experience

Essential

  • Educated to Degree level in their chosen field of expertise i.e. BSc in Computing 2:2 or above or have proven work experience in the chosen discipline over a long period of time coupled with professional qualifications.
  • Expert knowledge in the M365 product suite.
  • Expert knowledge in SharePoint tools to simplify information storage and management such as Lists, Libraries and metadata.
  • Expert knowledge in AAD & 365 group management and permissions.
  • Expert knowledge in exchange online.
  • Expert knowledge in Teams, including add-ins and integrations.
  • Expert knowledge in automating business processes using Power Automate.
  • Expert in creating specific bespoke elements in Power Apps, or willingness to learn within 12 months.
  • Understanding of Microsoft office integrations with specialist other systems.
  • Expert in Powershell.
  • Proficient in software testing.
  • Expert in the use of solutions such as RPA, or willingness to learn within 12 months.
  • Understanding of appropriate service & project management methodologies (e.g. ITIL, Agile, DevOps, Prince2).
  • Experience of working both independently and in a team-oriented collaborative environment is essential.
  • Experience of re-prioritising activities based on business demand.

Desirable

  • Microsoft expert certification in M365 technologies.
  • Experience of working in a DevOps environment.
  • Experience in using Azure DevOps to manage EPICs, Features and tasks as a prioritized and time estimated backlog of work.
  • Expert in Azure technologies, with appropriate certification.
  • Qualification in software testing.
  • ITIL qualification.
  • Relevant security qualifications.
  • Expert in Microsoft Dynamics.
