As directed by the Head of Operational Estates the post holder will beresponsible for the integrity of the Mechanical, Electrical, Building and Fabric infrastructure and for providing specialist technical advice tothe day-to-day management of the Trust's buildings with regard to breakdowns, planned preventative maintenance and minor works projects whilst providing expert advice on all aspects of Estates Specialist Services.

This role includes responsibility for development and implementation of the maintenance strategy for all estates assets ensuring full compliance and identification of risks/issues as they arise. The post holder may be required to undertake root cause analysis for Estates services or other system issues and at times will be required to prioritise tasks considering competing demands.

The post holder will be based at York Hospital and manage a portfolio of other premises in the vicinity such as Malton, Selby hospitals and a range of Trust owned sites within the West and Southern portions of the organisation

Main duties of the job

The post holder shall ensure that all plant and equipment is serviced and maintained throughout the Trust's property, including the major overhauls and replacement of assets in accordance with Statutory and Trust requirements and ensure that a lifecycle replacement programme is developed to assist capital planning.

The post holder will be responsible for the supervision and management of the EstatesOfficers and their team of in-house multi-skilled maintenance team, as well as coordination of specialist contractors that are pivotal to the day to day running of the Estates function.

The role will also include responsibility for ensuring that the site has compliant value-for money service contracts for all specialist Estates maintenance services working closely with colleagues at other Trust sites to standardise contracts where appropriate. This will include working with Trust Procurement specialists to ensure that all contracts are fully compliant with Trust Standing Financial Instructions (SFIs).

Person Specification

Experience and Knowledge

Essential

  • oIn depth experience of Healthcare building services maintenance management of multiple teams across multiple sites.
  • oDetailed working knowledge of Preventative and Reactive maintenance regimes.
  • oKnowledge of information systems for the management of maintenance activity.
  • oExperience of successfully managing a budget and identifying cost savings. Ensuring timely provision of accurate reporting on activity and spend.
  • oUnderstanding of Standing Financial Instructions in relation to procurement, management and commissioning of external contracting services.
  • oProven Experience and track record for procuring and managing specialist sub-contractors.
  • oElectrical (LV) AP experience on a complex site.
  • oExperience in procuring, managing and delivering minor projects
  • oDeep understanding of the control of contractors HSG159

Qualifications and Training

Essential

  • oTo have served a recognised relevant apprenticeship and educated to HND/Degree level in a Building Services Engineering or Electrical engineering or equivalent experience.
  • oA good working knowledge of Health and Safety systems and management
  • oProven knowledge of healthcare engineering and electrical building services systems.
  • oAn evidenced knowledge of the Building Safety Act compliance
  • oBroad Estates and Engineering systems and associated building elements.
  • oAP Training in Electrical (LV) and willing to undertake HV training.

  • oProven track record of working on medium and large capital projects.
  • oSpecialised training in Ventilation, Medical Gases, Gas Safety, Refrigeration Systems, Air Conditioning, Water Systems, Legionella/Pseudomonas Control. LV/HV Electrical systems
