Job summary
This is an exciting new post, created to support the
development of the future health and care workforce for Our Somerset Integrated
Care System.
Somerset has gained regional and national recognition for
our innovative and collaborative approaches to attracting and developing our
system workforce. Based within the ICS People team at NHS Somerset Integrated
Care Board, you will help us drive forward our work programme. You will support
our visionary Somerset 2035 approach to long-term workforce planning,
development and transformation across all sectors of our health and care
system, supporting the delivery of the NHS Long Term Workforce Plan and the
Somerset Health and Care Strategy. You will also support our core NHS operational
planning and assurance processes.
This post would be very suitable for someone with interest
and experience in workforce development who is looking to progress to a
strategic system-level role. You will be highly effective at connecting and
building relationships with stakeholders at all levels and supporting delivery
of work programmes. You will already have some experience and expertise in
workforce transformation, and we will support you to develop further your
strategic workforce planning and development skills.

The main responsibilities of this post are:
To provide
strategic workforce planning leadership and support to all Integrated Care
System partner organisations
To provide
project support and leadership to the implementation of the Somerset Workforce
2035 Scenario Planning programme
To support the
development of workstreams underpinning the delivery of the NHS Long Term
Workforce Plan for Somerset, particular in relation to education planning and
new ways of working
To lead the
coordination and development of integrated operational workforce planning
requirements for Somerset ICS.
To support the
development of system workforce integrated performance reporting for Somerset
ICB working with local and regional workforce intelligence teams

PURPOSE OF THE ROLE:This role supports the ICS Workforce team in driving
workforce transformation to deliver the aims of the Health and Care strategy through
the development and implementation of strategic long term workforce plans,
agreed across the Somerset Integrated Care System (ICS). The role will:
Provide strategic workforce planning leadership and support
to all ICS partner organisations
Provide project support and leadership to the
implementation of the Somerset Workforce 2035 Scenario Planning programme
Support the development of workstreams underpinning the
delivery of the NHS Long Term Workforce Plan for Somerset, particularly in
relation to education planning and new ways of working
Lead the coordination and development of integrated
operational workforce planning requirements for Somerset ICS.

will be required to operate effectively in a flexible and demanding
environment. They will need to build and maintain relationships with colleagues

Receive, analyse,
synthesize and provide highly complex, sensitive and potentially contentious

coordination for all the activities relating to the Somerset Workforce 2035
Scenario Planning Project.
Ensure flexibility of
programmes of work to meet conflicting/changing requirements and ensure
alignment with other members of the ICS workforce strategy team
Be responsible for a very
high standard of work to support the delivery of projects and programmes on
time, to quality standards and delivered in a cost-effective manner
Collate relevant
qualitative and quantitative information and lead appropriate analysis and
decision-making to support delivery of strategic workforce plans across
organizational boundaries
Analyse, interpret and
present data to highlight issues, risks and support decision making.
Establish reporting
schedules as required to meet the workforce assurance requirements of the ICS
and work with colleagues to manage data and information provision
Develop reports/options
appraisals/business cases to support workforce transformation activity
Develop comprehensive plans
and objectives for each agreed workstream, linked to the strategic direction
of the workforce strategy team and identifying interdependencies.
Undertake field work to
identify risks/workforce shortages, current actions and priority areas of
focus across Somerset, developing workforce strategies in alignment with the
Somerset ICS health and care strategy
Maintain oversight of
workforce planning processes and work with colleagues across the ICS to
develop and agree workforce planning priorities and actions
In
collaboration with the PMO team, ensure the delivery of the 2035 Scenario
planning project meets the requirements of the project plan, troubleshooting
any issues that arise and managing the relationship with the external
contractor
Ensuring delivery of NHSE
workforce planning returns to meet required deadlines and coordinated with
finance, activity and other planning submissions
Responsible for planning
and organization of meetings to bring together appropriate colleagues,
ensuing effective use of meeting tools to record and disseminate information,
decisions and actions
Responsible for liaising
with stakeholders across all organisations in the Somerset system in order to
propose,draft and implement workforce plans aligned to the Somerset ICS
workforce strategy
Develop and implement ongoing
improvements to workforce planning and transformation functions across the
Somerset system
Maintain high level of
knowledge of local and national workforce development policy to inform
workforce priorities and workstreams.
Plan, develop and evaluate
methods and processes for gathering, analyzing, interpreting and presenting
data and information to support workforce development objectives
Holds programme budget for
workstreams
Agrees variations to
project budgets and manages resource allocations including any external
commissioning
Responsible for providing
highly specialist advice on strategic workforce development and workforce
transformation to stakeholders across the Somerset system.
Support and develop
colleagues to ensure delivery of relevant workstreams
Support the development of
workforce planning capabilities across Somerset ICS including development and
management of training interventions across the system
