Job summary

The need for action on race and inequalities across our North West system is clear. We know that health and racism are inextricably linked. The NHS North West Regional Black Asian and Minority Ethnic Assembly was set up in J2020 as a strategic advisory group for senior NHS leaders from Black, Asian, and Minority Ethnic backgrounds to shape an agenda for long-term structural change. The Assembly's brief is to make a measurable, significant, and sustainable step change in tackling racism, discrimination, and health inequalities.

The Assembly brings together over 70 Black, Asian, and Minority Ethnic senior NHS leaders in the region, including trust Chief Executives, Board Chairs, and non-executive directors. A deliberately inclusive approach was taken to include all willing voices in the conversation so people could influence and support each other across the system. We believe we can bring about real improvements by working with our NHS colleagues as our allies to improve knowledge of the issues that our Black, Asian, and Minority Ethnic colleagues face not just in the NHS, but society in general.

The Assembly supports and influences the system to tackle racism and discrimination by amplifying the voices of people from racially minoritised communities, and to challenge people to think more deeply about longstanding, deep rooted inequalities in healthcare and society, and to be a critical friend to NHS organisations in the North West.

Main duties of the job

The purpose of this role is to advance the work the NW Assembly by working across and with integrated systems in the NW to ensure race equity and inclusion is at the forefront of its commitments to addressing structural and systemic discrimination and racism.

We in the region recognise that now more than ever there is the need for more tangible actions to be taken in response to racial inequality.

Job responsibilities

Providing strategic direction and influence to ensure delivery of the Assemblys work programme across NW Integrated Care Systems

Ensuring the delivery of evidence-based interventions to support sustainable improvement, including the NW Anti-Racist Framework

Embedding CEO/Board level engagement across the NW Region

To build an effective and flourishing Assembly across the NW region

To provide strategic leadership on embedding and progressing Race Equity through the work of the Assembly

To influence leaders and evolving systems to embed measurable improvement across all aspects race equity by addressing systemic racism and inequality

To hold other leaders across the NW region to account on their delivery of anti-racist practice & broader Inclusion agenda especially where there may be hostility or poor engagement.

To address inequalities in service outcomes experienced by racially minoritised patient and residents

To work with the ICBs to address inequalities in recruitment, progression, and experience of racially minoritised staff across multiple complex organisations within the NW region

Person Specification

Essential

  • Educated to master's level or equivalent level or equivalent experience of working at a senior level in specialist area (Race Equity and Inclusion).
  • Proven Board level experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment
  • Significant management experience at senior level in the NHS or other public healthcare related industry
