Job summary

We are looking for an ambitious and inspirational leader to support the Deputy Director of Quality, in the delivery and administration of the statutory and professional portfolio of the ICB Chief Nursing Officer. This is an exciting opportunity to be a pivotal part of the ICBs continued improvement journey.

The post holder will deputise for the Deputy Director of Quality. They will work to assist the delivery of Directors of Quality objectives as delegated by the Chief Nursing Officer in delivering quality functions, improvement, and patient safety in southwest London ICB.

As the ICB Head of Quality, they will support the Integrated Care Board to continuously improve patient safety, building on the foundations of a safer culture and systems and support the development to be a Learning Health System. They will develop SW London quality's framework, the delivery of quality functions and the development of a quality management system

Main duties of the job

  • Deputise for the Deputy Director of Quality as and when required.
  • Leading efforts to ensure that agreed parameters to develop and deliver on the quality and safety indicators within the integrated care system (ICS) as described in the National Quality Board, Patient Safety Strategy, the Joint Forward Plan and the System Quality Strategy.
  • Playing a key role in the evaluation and scrutiny of quality standards across the ICB/ICS.
  • Play a key role in supporting health inequalities as a part of quality improvement.
  • Work collaboratively with system partners to strengthen safety culture practices across SWL.

NHS South West London Integrated Care Board (ICB), as part of South West London Integrated Care System (ICS), is a partnership of organisations that come together to plan and deliver joined up health and care services to improve the lives of people in our six boroughs: Croydon, Merton, Kingston, Richmond, Sutton and Wandsworth.

Deputise for the Deputy Director of Quality as and when required.

Leading efforts to ensure that agreed parameters to develop and deliver on the quality and safety indicators within the integrated care system (ICS) as described in the National Quality Board, Patient Safety Strategy, the Joint Forward Plan and the System Quality Strategy.

Playing a key role in the evaluation and scrutiny of quality standards across the ICB/ICS.

Lead on developing the quality reports and analysing the quality and safety metrics for the ICB and other statutory and non-statutory committees.

Contribute to making evidence-based recommendations to the System Quality Council, the Quality and Oversight Committee and ICB Board about areas which need further evaluation or improvement.

Monitor data / intelligence on quality to identify trends and performance profiles. Work closely with the commissioning and performance teams to ensure that intelligence is acted upon to drive improvement.

Leading on the approaches, models and building blocks required to grow and strengthen SWL as a safety learning system.

Responsible for leading implementation of the system patient safety priorities as part of the wider system quality strategy

Play a key role in supporting health inequalities as a part of quality improvement.

Work collaboratively with system partners to strengthen safety culture practices across SWL.

Seek assurance on the performance of NHS organisations in terms of CQC and NHSE/I (and any other relevant regulatory bodies).

Support the review of Providers Quality Accounts/Reports as per guidance.

Receive and scrutinise independent investigation reports relating to patient safety issues and agree publication plans.

Provide regular progress reports ensuring that exception reports are produced as required.

Manage, supervise and support all staff within the post holders portfolio.

Review and monitor work of staff members in relation to the quality and other statutory functions in the ICB Chief Nursing Officer portfolio.

Motivate and inspire staff by role modelling leadership and innovation.

Ensure you all staff groups have knowledge of the relevant policies and procedures that may impact on the management and support of all staff.

Work in conjunction with line managers and other job managers to assess and manage confidential information about an individuals performance and capability development.

Forge close positive working relationships across the SWL ICS, in order to support an effective matrix approach to achieve NHS objectives.

Person Specification

Education / Qualifications

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent

Knowledge and Experience

Essential

  • Experience of managing and motivating a team and reviewing performance of the individuals.

Skills and Abilities

Essential

  • Ability to persuade board and senior managers of the respective merits of different options, innovation and new market opportunities.
