Job summary

We are looking for an ambitious and inspirational leader to support the Directors of Quality, in the delivery and administration of the statutory and professional portfolio of the ICB Chief Nursing Officer delegated to the Directors of Quality in ensuring compliance with regulatory and statutory standards.

The Deputy Director of Quality is an exciting opportunity to be a pivotal part of the ICBs continued improvement journey.

The post holder will have extensive experience of working at a very senior level across complex health and care settings and will be a credible clinical leader with an in-depth knowledge and experience of working to implement quality and improvement programmes at scale. The post holder will be expected to deputise for the Directors of Quality across the full portfolio including working alongside in progressing the leadership and operational support related to the planning, development, evaluation of clinical governance, patient safety and other statutory quality functions within commissioned services and atPlace. They will play a key role in the evaluation and scrutiny of quality standards and contribute to making recommendations to the Place Committee about areas which need further evaluation or improvement.

The post holder will be a senior professional in the management team and will play an integral role in the leadership and management of the organisation.

Main duties of the job

Engage with and support the delivery of the ICB health inequalities priorities.

Contribute to reviewing ICB Clinical Governance systems, to ensure the organisation can deliver continuous improvements that are systematically measured.

Foster a just culture of continuous improvement and learning across Place and the ICB.

Ensure the quality agenda is prioritised and are delivered inclusive of all statutory functions such as patient safety, maternity, safeguarding and IPC are met.

Monitor data / intelligence on quality to identify trends and performance profiles, working closely with the commissioning and performance teams to ensure that intelligence is acted upon in driving improvement at Place and the ICS.

Working collaboratively with key stakeholders in the development and delivery of the quality agenda to continuously improve quality and safety.

Keep abreast of publications and regulations that directly impacts on the delivery of the ICB objectives.

Deputise for the Director of Quality as and when required.

Provide leadership and management support and guidance to direct reports, clinical and non-clinical teams.

Support the implementation of the quality strategy and priorities at Place and the ICB and ensure governance systems and processes are in place to facilitate delivery and mitigate risk.

Ensure Place and the ICB has highly effective mechanisms for working with and involving patients and their families, carers at all levels, including our most vulnerable patient groups.

Facilitate effective reporting via the agreed governance and oversight structures to the Director of Quality

Provide support and leadership oversight to the Safeguarding designates, All age continuing teams, Infection control and prevention leads at Place in ensuring the delivery of their statutory functions.

Play a key role in supporting health inequalities as a part of quality improvement.

Ensure regular progress and exception reports are produced to the Director of Quality as required.

Providing advice and assure Place and the ICB that the implementation of evidence-based improvement methodologies on patient safety are in place in organisations within SWL leading to a measurable improvement in patient safety across the sector.

Provide recommendation at Place to clinical and non-clinical teams as required on quality issues, in accordance with local and national policies.

Support in providing strategic oversight of proactive patient safety initiatives in conjunction with the clinical and non-clinical teams.

Support the Director of Quality in ensure that statutory duties regarding, safeguarding, all age continuing care, infection control and prevention and other quality and safety metrics are met.

Maintain a high level of knowledge and competence within the fields of clinical governance and patient safety, undertake the relevant training and development in ensuring oversight of the deliverables of the statutory functions at Place.

Support policy implementation and development and make recommendations for improving policies across the Place and the ICB to reflect quality and patient safety.

Person Specification

Education and Qualifications

Essential

  • Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
  • Have a clinical qualification or registration
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent
  • Member of relevant professional body (NMC)

Knowledge and Experience

Essential

  • Experience of managing and motivating a team and reviewing performance of the individuals.
  • In-depth professional knowledge in a number of disciplines such as financial management, performance management, information systems, staff management acquired through training and experience over extended period
