Job summary

This role will form part of the People Directorate Senior team and have functional responsibility for the OD and Education function. The ICB has been formed for 2 years now and is embarking on a significant series or programmes around culture and inclusion developing the ICB to be a great place to work for all.

The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions: -

To work collaboratively and support the Director of People to develop and oversee the delivery of a broad range of comprehensive education and learning, health and well being, workforce and organisational development and talent management programmes and strategies of work across the ICB and LSC system.

Main duties of the job

Professional Education - System

To work with NHSE in leading and developing the system wide multi-professional education investment and commissioning plan (METIP) that is aligned to system needs and system workforce plan.

To lead on the development and operational delivery of the ICB System 5 year Training and Education Plan and provide reports to the ICB People Committee.

To lead and chair the System Strategic Training and Education Collaborative on the development of multi professional and non-clinical education and training.

To manage external funding opportunities across the system by working collaboratively with providers and educational organisations to deliver innovative education. development programmes.

To lead the system approach to nursing and medical student educational placement capacity to meet current and future workforce needs.

To work with senior workforce planning leaders to engage and work in collaboration with HEI's and FEI's in the development of professional education training courses to meet future workforce leads.

To be responsible for overseeing national educational quality standards across the system, collating information on NETs surveys and sharing of best practice in educational delivery.

To ensure system compliance with the national NHSE Education contract by working collaboratively with NHS providers to meet these standards,

Leadership

Promote an environment of continuous improvement and innovation demonstrating and promoting behaviour in accordance with the ICB values.

Play a key role in the development and delivery of the Education, Talent Management, Health and Well Being, Apprenticeships, Careers and Widening Participation and Social Care Workforce strategies and plans, working with key stakeholders to deliver an effective outcomes

Design, develop and deliver a range of internal ICB organisational development and leadership development interventions and programmes across the ICB.

Provide strategic long term planning and short term tactical plans on education and training, Well Being, Careers, widening participation and social care workforce and organisational development.

Ensure that all Places receive high quality, consistent and reliable education and organisational development support and advice.

Develop a service offer to identify and analyse key trends and developments enabling a proactive service to be provided adding real value.

Engage with key internal and external stakeholders to develop a system wide approach to education and training, health and well being, apprenticeships, careers, widening participation, social care workforce and organisational development issues that maximises opportunities for at scale working and information/intelligence sharing.

Work in partnership with Trade unions to develop system wide solutions. Ensure that staff side colleagues are fully informed of challenges and approaches that may impact on their members within the ICB and across the wider system, remaining mindful of any consultation and negotiation rights.

Work in partnership with NHS England, Higher and further education institutions, and LEPs to determine proactive approaches to workforce supply, succession planning and talent management

In partnership with colleagues in Local authorities and Skills for Care ensure that we have collaborative approaches to ensure a sustainable and skilled workforce.

To be responsible for designing, leading, implementing, interpreting, updating and maintaining the national NHS Education England Quality Standards Framework across all multi-professional training provision across the ICB. This will require the post holder to provide expert advice on interpreting national quality standards into departmental and organisation wide operational workings.

To design and implementation of compliance and monitoring and quality assurance frameworks in order to provide the ICB People Committee with high levels of assurance, to confirm and challenge a broad range of specialist leads to ensure compliance is maintained and to provide expert guidance and support to achieve successful outcomes.

Required to synthesise and analyse complex data sets from a range of sources in order to provide accessible reports for a variety of audiences, from very complex information.

Required to develop, receive and analyse highly complex, and often highly contentious information, and communicate this effectively, often needing to overcome significant barriers and prejudice to understanding.

  • Chartered Member of CIPD
  • Masters or Equivalent Experience in OD
  • level 5 or equivalent leadership qualification
  • Teacher training, cert in education or equivalent
