Job summary

Devon Public Health Nursing have an exciting opportunity for the position of Education and Development Lead.

Working hours are 34 hours/week, to be worked over a 9 day fortnight.

Main duties of the job

The post holder will be responsible for the day-to-day leadership and management of the public health nursing Education Team across Devon. They will be key to delivering the Public Health Nursing Workforce strategy, ensuring the delivery of a high quality education and development programme for Pre and Post registration nursing students as well as the wider workforce.

In addition, the post holder will support the development and implementation of service development, standard setting, clinical audit and benchmarking, to deliver needs-led evidence-based care that supports the local and national priorities.

Job description

Job responsibilities

Job Purpose:

The post holder will provide professional leadership contributing to the strategic development and management of Public Health Nursing (PHN) education. They will ensure that all Public Health Nursing team staff are developed in accordance with the Local Authoritys policies, the Core Skills Training Framework and the Nursing and Midwifery Council (NMC) guidelines in their current and future roles.

The Education and Development Lead role is key to delivering the Public Health Nursing workforce strategy and will lead the transformation and skill development of the workforce. They will work closely with the Senior Leadership and Quality Assurance and Safeguarding teams and across Childrens Services to align leadership and governance.

The post holder will understand statutory, mandatory, pre and post registration clinical education requirements focusing on promoting continuous professional development. They will develop and implement an effective clinical education framework, which comprises systems and processes with which to up-skill all Public Health Nursing staff, as a key component of the Quality Assurance Framework.

This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Main duties and responsibilities:

1. To act as local lead for education representing Devon County Council and Public Health Nursing (PHN) at strategic and district advisory board level to ensure that the underpinning principles to support learning and assessment in clinical practice are achieved in accordance with Nursing and Midwifery Council (NMC) guidance.

2. Develop multi-professional training opportunities to establish best practice across Childrens Services .

3. Provide an educational perspective and professional advice to the Senior Management Team on emerging / developing models of clinical education and policy.

4. Develop an ethos of positive lifelong learning as an integral part of multi-professional practice to assist in change management and promote quality evidence-based care in Public Health Nursing and allied services.

5. Design and establish a service wide professional learning framework with training programmes of high-quality learning activities and interventions which develop and build capacity, capability, leadership and management skills .

6. To support the development and implementation of a PHN Staff Development Strategy, undertaking specific actions as required 2

7. Be responsible for monitoring and reporting the achievement of Statutory, Mandatory and clinical up-skilling with data collection and reporting processes to monitor and ensure compliance.

8. Regularly review, evaluate and update Public Health Nursing team educational requirements against the commissioned service by researching, testing and introducing innovative ways of educating in order to maximise the effective use of limited resources and meet service specification support the creation of a Specialist Community Public Health Nursing (SCPHN) apprenticeship career framework, enabling nursing progression into Specialist Practice career pathways and maximising use of the levy.

9. Lead on the development, delivery and evaluation of opportunities such as work experience to raise the profile of Public Health Nursing.

10. Be responsible for co-ordinating and implementing relevant Research & Development programmes or activity if required

11. Alongside Head of Service work with Health Education England, Higher Education Institutes and other professional leads to ensure a coordinated approach to the identification of pre-registration nursing placement capacity and Public Health Nursing workforce succession planning and development.

12. Lead on the recruitment of Student Specialist Community Public Health Nurses (SCPHN) into the organisation to increase recruitment, retention and capacity.

13. Monitor the learning outcomes of practice placements for Specialist Community Public Health Nursing (SCPHN) Health Visiting & School Nursing students to ensure they are met and oversee the provision and maintenance of a safe learning environment where pre-registration students can thrive and develop their knowledge.

14. Maintain oversight and assurance of the quality of practice assessment, including Practice Educator supervision and audit

15. Collaborate with Higher Education Institutes to develop learning, assessment and support for entry onto the Nursing and Midwifery Council register, with specialist education at a level beyond initial registration.

16. Accountable for the coordination of practice placements of pre-registration nurses and student Specialist Community Public Health Nurses across the organisation to ensure equity and quality of learning experience.

17. Work within appropriate policies, procedures and guidelines and within the Nursing and Midwifery Councils Code of Conduct and the Core Skills Training Framework to ensure professional and educational standards apply across the service. Support the delivery of evidence-based practice through the review of Public Health Nursing Standards, clinical policies and operating procedures and through representation at Quality, Education and Safeguarding meetings (QES) , Quality Assurance and Safeguarding meetings (QAS) and PHN Governance meetings.

18. Use audit, evaluation and data reporting processes to measure and improve levels of education impacting on care and inform decision making in forecasting and planning.

Qualifications

Essential

  • Registered Nurse/Midwife.
  • Post registration Specialist Practice qualification (Health Visiting or School Nursing) with active professional Nursing and Midwifery Council registration.
  • Degree level education.

Desirable

  • Evidence of continuing professional development (CPD) at level 6 or equivalent experience.
  • Leadership and/or Management qualification.
  • Project management qualification.
  • Education qualification or module.

Experience

Essential

  • As a Specialist Community Public Health Nurse.
  • Leadership and Management experience i.e.
  • experience leading teams in a healthcare environment.
  • Project management experience.
  • Evidence of working across professional and multi-agency boundaries.

Desirable

  • Experience of delivering/ facilitating education.
  • Experience of service mobilisation.
