The Cancer Division is one of 8 divisions and spans the entire Trust providing support and leadership of all aspects of cancer provision. UH Sussex is one of the largest providers of cancer care in the country and is the largest provider in the Surrey and Sussex Cancer Alliance.

Main duties of the job

The role of the Cancer Services Manager will provide strong leadership and support to all divisions in the management of cancer patients across all the national cancer access targets. This role will work closely with the divisional leadership team in the development of cancer services helping to continuously improve our cancer pathways helping to ensure patients receive timely access and treatment for all cancer types.

The role will work closely with operational and clinical colleagues across all divisions, leading on cancer PTL meetings and providing direction and support to leadership teams across UHSx. The role will also have a strong working relationship with ICB and Cancer Alliance colleagues whilst also engaging with corporate directors across the Trust.

Main Duties and Responsibilities

Communication

  • Communicate clear and positive messages to staff, the Cancer Divisional & Cancer Board, other parts of the Trust and key stakeholders. Translate highly complex information into easy to disseminate communications.
  • Challenge internal and external parties where necessary to overcome barriers to change and/or understanding and to ensure that learning is shared so that risks are mitigated and reduced.
  • Working with the DDO and deputy DDO to ensure that the Division works actively and collaboratively with colleagues across the organisation and in the local health community. Work across organisational boundaries to develop effective multi-agency partnerships and local integrated management arrangements with primary care, other NHS providers, ICS, Social Care Services and other local stakeholders.
  • Develop and maintain effective working relationships with Divisional and Professional Leaders across the Trust to ensure that services are effectively integrated at locality level.
  • Working with the DDO and Chief of Service to translate service strategy into robust management, financial and business planning activities across the Division, with the support and advice of other managers and clinicians and ensure these are driven through to achievement/completion.
  • Attend departmental cross site business and governance meetings to link with senior team members to ascertain problems faced and help implement processes/change to enhance and improve patient care and service continuity.
  • Responsible for overseeing effective staff involvement and communication strategies (including the dissemination of the team brief) and working relationships across the operational areas and creating a working environment that empowers staff to achieve optimal performance.
  • Lead the promotion of good staff engagement and satisfaction at all levels of the care group and maintain close working relationships in partnership with staff side.
  • Demonstrate established negotiation skills in the management of conflict across a range of situations, including the resolution of complaints which may involve diffusion of hostility and aggression.

Service Delivery and Improvement

  • Lead on the delivery of cancer PTLs in partnership with other divisional teams, providing both challenge and support in equal measure.
  • Lead on the identification and the translation to a local level of national priorities and guidance for cancer services, co-ordinating their development and implementation across the Trust.
  • In collaboration with the Divisional leadership team, support and advise the Trust Board on the standards for cancer services.
  • Take the lead on preparation of business plans and capital planning within Cancer Services in accordance with the principles of the NHS Plan and the Trusts strategic aims and objectives.
  • Ensure completion of business continuity plans, and actively promote and market services to commissioners within agreed timetables.
  • Work closely with ICB colleagues in developing an agreed Cancer Local Delivery.
  • Plan to help achieve the policy aim of Helping more people to survive cancer.
  • Produce well written cohesive and concise business cases, business plans and project management reports to support the development and improvement of cancer services within the Trust and to actively pursue new funding streams for example via Cancer Alliance or Macmillan.
  • Work closely with all internal and external key stakeholders associated with the designated projects including multi-disciplinary clinical teams and directorate staff.
  • Responsible for the management of the MOUs with the Cancer Alliance.
  • Lead and co-ordinate the development and delivery of the Cancer Services Improvement Programme, identifying opportunities for service redesign, developing recommendations to improve cancer pathways, and ensuring best practice is shared across clinical teams.
  • Responsible for the end-to-end analysis of cancer pathways, development of change plans, gaining support for proposed changes and implementation of action plans.
  • Lead on the development and implementation of operational and strategic improvements and action plans identified through quality frameworks such as National Cancer Peer Review, Quality Assurance visits, National Cancer Audits, CQC and patient experience exercises.
  • Ensure services are streamlined to improve the patient pathway in line with all relevant national, regional, and local guidance.
  • Lead on the Trusts response to national awareness campaigns, ensuring readiness for anticipated increase in diagnostic activities.
  • Lead Multi-disciplinary projects teams, charged with the implementation of key aims and targets within agreed action plans.
  • Facilitate process re-design and service re-engineering, where necessary, with the aim of minimising or avoiding delays within, and between the Trusts.
  • Departments, Tertiary Centres and Primary Care, making best use of available resources and improving the patient experience.
  • Lead on improvement projects to support redesign, using the appropriate tools and techniques i.e., process mapping, patient journeys, and capacity and demand analysis, to support strategies and targets.
  • Ensure the active engagement of Key stakeholders in projects including Trust clinicians and managers, CCGs, groups representing service users, network groups and third sector agencies.
  • Responsible for transforming and leading on the development of the Trusts cancer services.

Managing Cancer Services

  • Responsible for recruitment and retention of staff in cancer services.
  • Responsible senior manager for the cancer services team including line management responsibilities such as day to day management, appraisals, disciplinary etc.
  • Accountable for the delivery of cancer services within the Trust.
  • Responsible for the overall performance of the Cancer Services Team.
  • Ensure that all staff involved in cancer services provide adequate communication that is empathetic and reassuring to patients and families especially when the information is complex, sensitive, and highly emotive.
  • Motivate, inspire and encourage the cancer services team
  • Attend regular meetings of key cancer clinicians from specific tumour groups, incorporating GP Cancer Leads.
  • Oversee the development of a Trust Cancer Strategy and Operational Policy and ensure effective communication of this and all cancer issues across the Trust.
  • Work closely with the clinical and corporate information departments to ensure all national and local information requirements are met including the establishment and maintenance of regular, robust monitoring and reporting systems, including report writing, delivery of presentations and collation of relevant data and specialised spreadsheets.
  • Work closely with the Lead Cancer Nurse and Specialist Nurses to ensure that professional standards of clinical practice are maintained through a process of monitoring and evaluation of cancer services.
  • Ensure own compliance and compliance of others with regard to mandatory training, identifying training and developments requirements for self and others. Develop plans to ensure that these are met as appropriate.
  • Participate in the development of others through involvement in training, education, and development both within and external to the Trust and with higher education providers.

People Management and Development

  • Lead the development of an enabling culture within the Division that supports others to succeed and flourish.
  • Lead the promotion of good staff engagement and satisfaction at all levels of the Division and maintain close working relationships in partnership with staff side.

  • Take decisive and timely action to address areas of poor performance, under-achievement, and risk, including leading on specific recovery and improvement work across a range of services where appropriate.
  • Ensure all statutory and mandatory training requirements are achieved and that appraisals are conducted.
  • Develop robust workforce and training plans that support the Divisions clinical strategy and annual plan.
  • Promote and implement robust human resource (HR) practices, as well as adherence to all Trust policies eg IG, IC, SFIs etc.
  • Participate in recruitment and retention process of staff as appropriate, effectively inducting new staff in accordance with the Trusts policy.
  • Ensure that designated staff groups within designated service areas are working to competencies which are regularly assessed and appropriate to the standards expected in line with national terms and conditions.
  • Monitor levels and standards of performance, staff conduct, standards of behaviour, appearance and staff attendance as appropriate ensuring these matters are dealt with effectively in accordance with Trust policy and legislation.
