Job summary

Mental Health services in Jersey are undergoing significant change. As a key member of the Senior Leadership Team, the professional lead social worker will provide leadership, expert advice and professional development & role modelling for all social workers across our mental health services. The post holder will have the opportunity to undertake social work practice whilst in this role, and will lead on the development of carers support and safeguarding across mental health services. This exciting role requires a skilled and experienced social work leader, who is able to work flexibly as part of a multi-disciplinary leadership team and inspire our social work workforce.

Main duties of the job

Professionally lead the development of social work practice, policies and procedures in order to deliver an effective, safe mental health service.

As a member of the Mental Health Care Group Senior Leadership Team, provide professional leadership, advice and input to the SLT, leading on designated areas of work (including safeguarding and carers support) across the care group and modelling effective MDT working Work across the service to develop best practice in mental health ensuring that staff are equipped to undertake duties and responsibilities in relation to legislative, policy and procedural frameworks

Job description

Job responsibilities

1. Provide professional leadership for all social workers within the care group to achieve best practice in mental health social work practice and procedures.

2. Lead the professional development of social work colleagues across the mental health care group, ensuring arrangements are in place for the supervision of professional practice and compliance with standards, policies and legislation to ensure the safe delivery of services achieving best outcomes for service users and families. Contribute to training, ASYE programme and other service developments.

3. Support the development of written policies and procedures under the Mental Health (Jersey) Law 2016 (MHL) and its interaction with key other legislation e.g. Capacity and Self-Determination (Jersey) Law 2016, and the effective implementation and monitoring of these

4. Provide mentoring, on the job coaching, and evaluation of Authorised Officer trainees portfolios and Authorised Officers undergoing re-approval. Ensure an adequate number of AOs are in place to deliver statutory services to the community.

5. Undertake direct case work in a designated team for people with complex mental health needs. This will include undertaking assessments and care planning as appropriate, delivery of timely interventions to service users, evaluation of care delivery and effective MDT working

6. Optimise the use of performance information, data, changes to legislation or policy and service user & carer experience to continuously assess the impact of mental health interventions to inform service development and improvement.

7. Lead on the implementation of carer support across the care group, including supervision and management of designated carers support workers

8. Participate in the on-call manager rota for mental health services

Statutory responsibilities

Active engagement, participation and compliance with any other statutory responsibilities applicable to the role, as amended from time to time. This role is politically restricted. The jobholder is not permitted to undertake political activity involving standing for election to the States or as a Parish Constable, or publicly supporting someone who is standing for election or playing a public part in any political manner.

General Skills/Attributes

Essential

  • Ability to communicate effectively in writing, orally and verbally.
  • Ability to maintain appropriate records in accordance with legislative requirements.
  • Ability to lead & contribute to service and team planning and development.
  • Ability to lead & manage change and positively support staff through change processes.
  • Ability to supervise and motivate others in learning and development.

Qualifications

Essential

  • Professional Qualification in Social Work with relevant post qualification experience.
  • Current Professional Registration with Social Work England (and ability to register with Jersey Care Commission)

Desirable

  • Post graduate training/ CPD in Mental Health.
  • Practice Teacher qualification
  • Qualification & experience as an Authorised Officer / AMHP

Experience

Essential

  • Detailed understanding of mental health & illness, including medical, social & psychological processes and their impact on the individual.
  • Up to date knowledge of mental health legislation, systems and care delivery processes underpinned by a good theoretical knowledge base.
  • Understanding of prevention and recovery models of care and ability to implement these Significant experience and understanding of safeguarding of children & adults.
  • Relevant senior experience as a qualified social worker.
  • Experience of leading or supervising staff in a multi disciplinary setting.
  • Experience of leading teams / services working with service users with Mental Health needs.

Desirable

  • Experience of leading on / implementing service user involvement and co-production.
  • Experience of developing and implementing teaching / training for multi-disciplinary staff.

Technical / Work-based Skills

Essential

  • Ability to use IT systems, record and input data.
