Job summary
The Dental Strategy
Clinical lead will work as part of a dynamic team providing leadership and
expertise to design, develop and implement strategic plans to improve dental
provision in Somerset. Successful candidates would be expected to engage with
dental practices, community and acute providers and the wider ICB team to
improve the quality and effectiveness of the dental provision in the county.
From 1st April
2023, Somerset ICB assumed delegated responsibility for dental, general
ophthalmic services and pharmaceutical services. The Clinical lead will carry
out a critical role in shaping and supporting the ICB by helping to ensure high
quality, safe and efficient improvements to dental care are completed in line
with Somerset and Southwest regional strategies.
2 sessions a
week with a possibility of rising to 4 sessions (pro rata £117,182 per
annum). This will be dependent on the
clinical transformation portfolio and determined accordingly.
Main duties of the job
The Clinical lead
will play a critical role in shaping and supporting the ICB by helping to
ensure full engagement of dental primary care by inputting on the development
and implementation of local system plans to progress the ICBs dental strategy
plan.
The Clinical Lead
must demonstrate confidence and professionalism by showing a sincere interest
in leading the clinical and management team and inspiring others.
In this role, the
post holder will provide;
1. Dental expertise to
and oversight of the dental strategy priority areas; Workforce, Access and Oral
Health promotion;
2. Dental
leadership for the design and implementation of increased dental access in
Somerset
3. Dental advice to
ensure accuracy of dental communications from ICB staff (for example when
responding to respond to media enquiries or addressing complaints)
4. Clinical support to
the Dental Fellows.

PURPOSE OF THE ROLE:

strategy for the future commissioning of NHS dental services that deliver a
consistent offer to patients of high quality, patient centred services building
on best practice to deliver continuous improvements to accessing dental care for people living in Somerset.

holder will provide solution focussed, dental leadership for ICB strategic
plans, working with dental practices and the wider ICB team and community and
acute providers to improve the quality and effectiveness of the services.

professionals pathway in joint working with University of Bristol and where
applicable Bristol Dental school.
Strategical oversight of local
apprenticeships development with available College providers
Providing strategic leadership
for workforce development, through assessment of clinical skill-mix and
development of ICB workforce strategy
Improving Quality and Outcomes
Responsible for holding staff
to the highest integrity by adhering to all government regulations and
obligations under the General Dental Council

3. Accountability
and Governance
The
post-holder will work to annual priorities with clear objectives as defined
with and agreed by the Director of Primary Care Somersets Dental Working
Group. The individual will be expected
to make suggestions to the Director and to the Dental Strategy Group and will
have autonomy to undertake their role.
The
progress of Somerset ICBs plans to improve NHS dentistry will be monitored by
the ICBs Primary Care Commissioning Committee. We will be held to account by
Somersets Health Overview and Scrutiny Committee and by NHSE. Our responsibility is ultimately to the
people of Somerset and they will be key in judging whether our plans are
delivered successfully.
Person Specification
Experience
Essential
- Experienced clinician with credibility and the ability to command the respect of clinical dental teams and non-clinical professionals
- Experience of developing, applying and reviewing an evidence-based approach to decision making
- Experience of active involvement in local, regional or national strategy groups
- Experience of leading a project, team and/or service
- Good understanding of Dental Foundation Training scheme
- A good understanding of how to use data to improve quality & productivity
- Knowledge of relevant clinical guidelines, standards, current policy and strategy documents
- Understanding of the broader framework of the NHS alongside current policies in relation to health and social care
- Understanding of social and political environment
Desirable
- Experience of partnership working between organisations
- To have a good understanding of integrated models of care across primary, secondary, tertiary and community care and appreciation of NHS contracting processes

Qualifications

- Registered dental practitioner with current GDC registration
- Currently on the NHS performers list as a registered GDP in Somerset
