Job summary
To take responsibility for the management and
coordination within Blood Bank primarily, with specific reference to the
implementation and maintenance of Health & Safety issues, Quality Systems,
including all accreditation standards and Personnel matters.
To undertake scientific duties in any section of the
Department as required in order to facilitate the smooth running of the
service.
To provide a clinical technical service by performing
routine and specialist analytical testing on a range of biological samples.
To maintain and run specialist equipment up to a
value of £1 million.
To possess the skills required to provide the
necessary training and supervision of state registered Biomedical Scientists
(BMS), Trainee BMS and support staff within their section of the department.
To assist the Laboratory Manager & full DCL
management team in the management of the laboratory.
Main duties of the job
The post holder will directly manage a
group of Biomedical Scientists and support staff, typically between 5 and 10,
occasionally more while covering the absence of other Section Leaders.
The post holder In collaboration with
the Lead BMS, Lab Managers and Consultant Pathologists will provide a timely,
high quality, accurate and cost effective service.
The post holder will ensure the timely
processing of patient samples, typically 7500 a day, serving all those patients
attending UHP, PCTs representing 100 General Practices and specialist assays
referred to us from other Trusts within the Peninsula. The department performs
4.7 million tests annually and employs 123 wte.

Job responsibilities
Take managerial lead of the clinical
technical service provided by a section of the Department.
Achieve, demonstrate, maintain and
promote scientific & technical excellence, and by example ensure high
professional standards amongst the scientific, technical and support staff in
your section within the Department.
To ensure that all staff meet the
necessary standards of speed, quality and accuracy, appropriate to the level of
experience and training.
To be responsible for the induction,
training & competencies of staff within the section i.e. Trainee Biomedical
Scientists (BMS), BMSs of all grades, APs & ATOs. This includes ensuring contemporaneous
completion of all induction, training & competency records.
Ensuring
the release of staff to attend Essential Skills and Knowledge training and
other mandatory Update Training annually.
Support and help to develop the training
of the Departments junior medical staff and Clinical Scientists.
Work with and supervise the work of
staff in conjunction with other senior members of staff.
Working with the Laboratory Managers,
Lead BMS develop, coordinate and maintain the Departments programme of
continuous service review in accordance with internal and external quality
systems and within the Trusts framework of continuous quality improvement.
To work with the quality manager to
ensure all necessary quality standards are met, including, UKAS ISO15189, MHRA
To be responsible for the establishment,
and participate in the auditing, of all working procedures and protocols within
your area of responsibility.
To be responsible for stock control and
ordering within your section. To have a joint responsibility for stock levels
of consumables that are common to other sections of the Department, ensure that
these stock levels are maintained and that all storage areas are safe and tidy.
To be responsible for the promotion,
identification and implementation of efficiency measures within the
section. Work with senior staff in the
other sections to ensure that any efficiency measures identified within the
Department are implemented.
To be responsible for the production of
all standing operational procedures, protocols and policies within the section,
and ensure that they are maintained, reviewed and updated when necessary.
To be responsible for implementing any
procedural changes required by the Laboratory Manager and disseminate
information relating to them.
Ensure that the necessary standards of
security are maintained throughout the Section and any area used for storage.
To be responsible for the accurate
maintenance of all records pertaining to the activities of the areas of
responsibility.
To be responsible for the adequacy of
maintenance, repair, servicing and safety of all equipment within the section
and record information as necessary.
Together with the other section heads, take a shared responsibility for
the fabric of the Department.
Dress and act in a professional manner
and set an appropriately high example of conduct.
Prepare and provide statistical and
other information as required.
Provide workload statistics.
To be responsible for the participation
in and adherence to the procedures for both internal and external quality
control (including National External Quality Assurance Schemes, NEQAS), thereby
providing quality assurance in test results produced.
To be responsible for the establishment
of a flexible working system within the section, that maximises the utilisation
of equipment and responds to changing requirements of the users.
You
will be required to provide supervision of other sections within the department
from time to time.
Take an active part in the health and
safety of the sections worked and complies with, and ensures the compliance of
other grades of staff with local and national regulations.
Ensure the completion of all Datix
incidents, approved and moved from holding area, investigated, action plans
applied and incident closed.

Experience
Essential
- Ability to demonstrate and apply knowledge of the Pathology of disease in one or more disciplines within DCL
- Specialist knowledge and experience in the technical field of a Pathology discipline
- High level, specialised technical skills
- Previous experience of staff development and performance management
- High level of awareness - up to date with issues relating to the area of work and the profession
- Previous experience of successful management of change
- Training experience
- Proven organisational skills
Desirable
- Participation in the Institute of Biomedical Sciences CPD scheme
- Advanced Computing skills
- Regular use of ePROC for the requisitioning of stock to maintain the service.
- Experience of ISOFT iLab and iCM Pathology IT systems.
- Working knowledge of PIMS
Qualifications
Essential
- Fellow of the Institute of Biomedical Sciences (FIBMS) by examination or hold an MSc in Biomedical Sciences or significant equivalent experience in a specialist discipline in Pathology.
- State registration with Health Professions Council as a Biomedical Scientist.
- Supervisory skills course Trust or equivalent
- Leadership in Empowered Organisations LEO or equivalent leadership certificate
Desirable
- A willingness to undertake study leading to qualifications required for career advancement
- Trust recognised trained risk assessor
- Recognised management qualification or attendance at short courses on relevant management issues i.e. interviewing, managing people, managing sickness etc.
