Job summary

The Estates & Facilities Directorate provides a full range of Strategic and Operational, Hard and Soft FM Services to Barnet Enfield and Haringey Mental Health Trust. (BEHMHT) BEHMHT currently delivers Mental Health Services from a diverse property portfolio of Freehold and Leasehold Premises consisting of St. Ann's Hospital in the Borough of Haringey, Chase Farm Hospital in the Borough of Enfield, Barnet General Hospital, Edgware Hospital, and Colindale Hospital, in the Borough of Barnet and from various Community Premises located throughout these boroughs.

Main duties of the job

MAIN TASKS AND RESPONSIBILITIES:

  • To be the specialist advisor and source of professional and technical knowledge within the Directorate on the mechanical and electrical services plant and equipment critical equipment such as steam boiler plant, electro bio-medical (medical equipment) including decontamination, X-ray and radiology equipment and communications systems and provide advice and support within the Directorate, Service Managers, Directors and customer trusts as required.
  • To provide professional advice in respect of capital and revenue projects trust wide to ensure best practice and uniformity in approach and statutory compliance.
  • Develop Trust and Directorate Strategies, Policies and Procedures for the management of its Mechanical and Electrical Services and Installations including Critical Plant and Equipment e.g. Portable Appliance Testing Policy and Procedures.
  • Manage and advise the Trust, and ensure its built environment and associated M&E Plant Equipment is working to optimum efficiency, and complies with all statutory requirements and performance targets.
  • Manage and advise on all aspects of Mechanical and Electrical Legislation and Operations within the Directorate and across the Trust as required.

Job responsibilities

Estate Maintenance

  • To manage and monitor all estate service contracts both in-house and contracted and Service Level Agreement s with customer Trusts.
  • To systematically monitor and audit all aspects of the services in accordance with Legislation, Legal Contract and NHS Guidance. These include Maintenance, Specialist Estates Services, such as Fire, Telecommunications, Energy and Utilities, Domestic, Clinical, Hazardous and Special Waste, and Critical Plant and Medical Equipment / Devices.
  • Responsible for Recruitment of New Staff directly managed and all HR Issues e.g. disciplinary.

Monitoring and Targeting

  • Carry out Building and Mechanical and Electrical Condition Surveys and Inspections throughout the Trusts Property Portfolio advising on Performance Fire and Disability Access Requirements.
  • Work with Directorate Colleagues in support of their Objectives, and to ensure timely collection of all Data required for effective management of the estate.
  • Establish targets, Detect and investigate Performance of all Buildings, Plant and Equipment and Maintenance PPM and Reactive response.
  • Monitor and Report Cost and Performance against National and Local Targets. 3
  • Prepare a monthly Report on Building and Plant Performance and liaise with the Assistant Director of Estates and Capital Planning on the Building and Plant efficiencies and forecast cyclical replacement and painting programs.
  • Produce regular and Ad Hoc Reports as required e.g. Monthly Performance for the Service Director.
  • Operate a comprehensive accounting system to monitoring budgets and target setting.

Investment in Buildings and Site Infrastructure

  • To systematically carry out Surveys on all Plant Buildings, Grounds and Gardens and general environment, and Report 6 Monthly on condition with life-cycle analysis.
  • Prepare an Annual Rolling Program of Investment and Replacement in conjunction with the AD of Property, Planning, and Information.
  • Identify DDA and Fire Priorities.
  • Identify opportunities for Cost-Effective Investment in the built environment and service infrastructure and grounds and gardens identifying income generation, and efficiency opportunities.
  • Prepare and present business cases to the Assistant of Director of Estates and Capital Planning aimed at realizing such opportunities.
  • Work with the Directorate Manage Team in the development and maintenance of a portfolio of investment proposals for improving the efficiency of the Trusts estate.
  • Implement Policies and Procedures to ensure continuity of services and Environmental Services and ensure satisfactory levels of comfort are achieved, whilst providing best value for money.
  • Work closely with the Directorates Energy and Environmental and Building Specialist Advisors to ensure a seamless service and to identify new ways of working, energy efficiencies and service improvements.
  • Compile data for completion of the relevant sections of the NHS Estates ERIC Returns.
  • Develop Contingency and Business Continuity Plans to support the Trust Major Incident Plan.
  • To become proactively engaged in the implementation of the Estates and Facilities Management Strategy within the Management Team.
  • To deputise for colleagues across boundaries within the directorate when requested by the Assistant Director of Estates and Capital Planning for example at meetings during colleague sickness or annual leave, or for specific pieces of work.
  • Undertake a systematic review of all service level agreements identifying core services, activity, staffing levels, cost and best value.
  • To undertake specialist and inter-directorate and trust -wide training as required by your manager.

To manage all activities in connection with the post in a accordance with legislation, regulations and NHS guidance, ensuring probity is maintained and modern and best practice is used at all times.

  • To participate in the Estates and Facilities Management Emergency on call system.
  • Provide a professional and innovative input to the management of the estate.
  • Identify opportunities for improving services.
  • Compile and maintain comprehensive estates records in conjunction with the Estates Information manager. Carry out special duties as delegated from time to time by your manager.
  • To undertake all work in accordance with NHS, Trust and Departmental policies, procedures and statutory requirements.
  • To undertake annual (or more frequently if required) performance appraisals for all staff directly managed (switchboard staff/operational maintenance manager) and to identify from these appraisals individual personal development plans and training needs.
  • Work with the Capital Project team in the development of new schemes, to ensure compliance with DDA, Fire, Security, Planning and Building Regulations, Health and Safety and CDM Regulations and Health Building Notes and Technical Memorandum.
  • Continuity of Service that may require a change to existing policies of working practices.
  • Employees will be required to work across a range of environments such as boiler houses and plant rooms, in baby clinics, in acute mental health wards. Employees will constantly come into contact with vulnerable or acutely disturbed patients. Employees must therefore carry out work place risk assessments for each area they are required to work in and take appropriate measures to protect themselves, their colleagues, patients and the general public

Person Specification

EDUCATION AND QUALIFICATION

Essential

  • Degree Level education or equivalent experience
  • Computer Aided Facilities
  • Management (CAFM) Systems Operating Qualification

Desirable

  • Evidence of postgraduate education
  • Membership of a relevant chartered institution or professional body (CIEE,CIME,CIBSE etc.)
  • Member or Associate Member of the British Institute of Facilities

EXPERIENCE AND KNOWLEDGE

Essential

  • Experience of Building Management, Operational Maintenance
  • Evidence of on-going training and development
  • Managing large scale maintenance contracts in the NHS or another similar complex environment

Desirable

  • Managing the built environment for a large scale organisation
  • High value budget managment

SKILLS AND ABILITIES

Essential

  • A comprehensive knowledge of the built environment, building services mechanical and electrical plant and equipment including medical devices and computerised estate and maintenance management

Desirable

  • Excellent liaison/communication skills
