Our friendly and thriving HR & Wellbeing Business Services provide high quality Payroll and Pension service for a number of client organisations in Cheshire & Wirral. We are looking to recruit a Payroll and Pensions Team Manager who has a passion and commitment to drive the service forward together with a proven record of excellent customer service.

You will have extensive knowledge of Payroll and Pensions service including ESR, MAPS, TUPE, NHS terms and conditions and statutory payments such as SSP, SMP, SAP, Student Loans and Attachment of Earning orders. If you have all of these attributes then you could be the person we are looking for.

As a Payroll Team Manager you will be required to take an active part in our service management structure which in turn will give you the opportunity to engage and shape the service you manage.

Main duties of the job

Accountable to the Payroll and Pensions Business Manager, the post holder will be responsible for providing a professional operational Payroll/ESR service to the clients of the HR Shared Service.

To ensure that the ESR Payroll Module is processed on a weekly and monthly basis within agreed deadlines and that all information from interfacing software systems has been processed in order to produce accurate and prompt salary payments to all staff in accordance with all statutory, regulatory and policy requirements.

To analyse investigate and resolve complex queries and discrepancies including the management of over and underpayments. To liaise and communicate with Managers and Staff at all levels to advise on complex payroll queries.

The post holder will provide day to day management of the payroll/ESR team, allocating workloads and contributing to the production of associated management information..

About us

The Countess of Chester Hospital NHS Foundation Trust provides services to West Cheshire and to Welsh patients covered by Betsi Cadwaladr University Health Board. The Trust works collaboratively within the wider Cheshire and Merseyside Health and Care Partnership. Its services are provided from three locations:

  • The Countess of Chester Hospital: providing 438 general and acute beds.
  • Ellesmere Port Hospital: providing 56 beds as a rehabilitation, intermediate and outpatient facility.
  • Tarporley War Memorial Hospital: a base for community services which serve the local rural population.

The Trust employs over 6258 staff (headcount) which includes temporary bank staff and provides acute emergency and elective services, primary care direct access services and obstetric services to a population of approximately 407,000. This includes 357,000 residents in Chester and West Cheshire which includes Ellesmere Port and Neston as well as the Deeside area of Flintshire which has a population of approximately 50,000.

The Trust is a busy district general hospital and in 2022/2023, there were more than 503,342 patient attendances (inpatient, outpatient and diagnostic) ranging from a simple outpatient appointment to major cancer surgery. This is an increase of nearly 10,000 compared to the previous year when there were 494,387 patient attendances.

Qualification

Essential

  • Degree level qualification or equivalent experience
  • ECDL
  • High level of numeracy, GCSE maths or equivalent.

Knowledge and Experience

Essential

  • Extensive experience within an ESR/Payroll environment.
  • Experience of managing, supporting, developing and motivating staff
  • Experience of implementing change to develop or improve services.
  • In depth Knowledge of NHS Pension Scheme Regulations
  • In depth knowledge of Agenda for Change, Medical and Dental and local terms and conditions of clients
  • Knowledge of Standing Financial Instructions
