Job summary

We are currently looking to recruit a Head of Primary Care Delivery to join our team, to work as part of the Primary Care Place team within the Primary Care Directorate working across the places of North East London (NEL), to implement the Primary Care strategy.

The post-holder will provide leadership to a designated place and work with the Director of Primary Care Delivery and Deputy Director of Primary Care Delivery to oversee and implement the strategic and operational development of primary care across a designated place within the ICB.

Main duties of the job

o Working with the Deputy Director, manage the team's business support function, including developing and managing the team's annual work programme, progress and dashboard reporting and risk and issue managemento Ensuring that the ICB has the required systems and processes in place to take decisions in relation to the commissioning, procurement and management of primary medical services contracts in line with the delegation agreement from NHS England having due regard for conflictsof interest guidelineso Manage all business returns, including planning and workforce returns, liaising with internal and external parties as appropriateo Develop and implement a primary care management system to ensure information is properly managed and best practice is shared across Place, the team, wider NEL directorate and the wider NHS and Social Care organisationso Support the strategic planning of the directorate's programmes and projects, identifying interdependencies across projects/functions, potential impact on the wider organisations priorities, resource requirements and building in contingency and adjustments as necessaryo Develop and deliver project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options, and monitoring the progress of projects such as the roll out of the fuller programs.o Produce and present reports on primary care issues for Boards and Committees as required

Job responsibilities

The post-holder will be responsible for providing professional primary care expertise for the management of projects developed as part of the primary care programmes work streams, eg Access Recovery Plan Fuller programme including, system financial recovery plans and fulfil the ICBs primary care delegated responsibilities.

Person Specification

Knowledge, Training and Experience

Essential

  • Extensive knowledge of the NHS primary care commissioning and transformation.
  • Experience and understanding of primary care contracts, regulations and performer list regulations (for general practice, dental, optometry and community pharmacy) in England.
  • Evidence of post qualifying and continuing professional development
  • Experience in maintaining effective relationships with primary care across both commissioning and provider functions.
  • A clear understanding of the challenges facing primary care in the near future and a proven track record of delivery in difficult environments.
  • Experience of performance management through a variety of techniques.
  • Experience of networking with a diverse range of stakeholders with evidence of positive outcomes.
  • Must have an understanding of the background to and aims of current healthcare policy in London and appreciate the implications of this on primary care.

  • Provide and receive highly complex, sensitive and contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
