Job summary

Working as a triumvirate with the Operational Director (OD) and Associate Director of Nursing (ADoN) and based upon the trust's overall strategic vision and accountability framework, the Clinical Director/Public Health Consultant will drive the directorate strategy and oversee sound systems of governance and performance. The leadership of the directorate involves partnership working and shared responsibility between the OD, CD/PHC and ADoN.

The CD/PHC will lead the Directorate through the core HDFT KITE values: Kindness,Integrity, Teamwork andEquality.

Working as part of a Triumvirate, this senior leader role will be responsible for providing the necessary strategic direction, clinical leadership and vision, to enable the Directorate to meet its objectives as set out in the corporate strategy and will have a prime role in the provision and development of services.

Main duties of the job

The post holder will provide expert public health support and whole system leadership to ensure an evidence-based approach for developing high quality equitable services. It will involve representing HDFT at systemwide meetings within the local authority footprints taking a One Team approach in the work with colleagues from Local Authorities, other NHS organisations and the voluntary sector.

The role will make a wider contribution by supporting the whole organisation to develop a focus on health promotion and reduction in health equalities across all the health delivery.

Alongside the Triumvirate, this senior leader role will be accountable to the Chief Operating Officer for the operational, contractual, constitutional and financial performance of the Directorate, but may delegate aspects of these functions as appropriate.

The senior leader role will be professionally advised by the Executive Medical Director or DoNMAHPs who will provide support, where appropriate, to ensure that the Clinical Director delivers his/her responsibilities with regard to the delivery of high-quality care, clinical standards and professional accountability.

About us

The Community and Children's Directorate provide 0-19 services for approximately 10 local authority areas. This role will be key to ensuring the service is set up to ensure every contact is delivered in a way to maximise health improvement opportunities and reduce inequalities in health outcomes. The role will support the directorate to demonstrate the impact these contacts have on health outcomes. This will include providing expertise in the development and evaluation of outcome frameworks, utilising and developing information and intelligence systems to underpin the public health work.

The Directorate also includes a number of other adult and community services across Harrogate and District and North Yorkshire as well as hospital based services. The postholder will provide clinical leadership and support to these specialities.

The CD/PHC reports directly to the Chief Operating Officer and is a non-voting member of the Board of Directors. Annual objectives will be agreed with the COO.

The CD/PHC will work independently and autonomously, using professional judgement to engage with and/or report to other CDs, executives and senior managers.

Job responsibilities

  • To provide strategic direction for the development of clinical services and to enable the delivery of services within the Directorate and networking with Clinical Directors in other Directorates to deliver appropriate high quality patient pathways across HDFT, in the most efficient patient-centred way.
  • To provide specialist public health, clinical governance, quality improvement and patient safety advice to the Board and staff for 0-19 Childrens Services as well as the other adult and childrens community services and acute hospital based services within the Directorate. Provide leadership on the public health implications of service planning and identify the appropriate public health support required locally and prioritise actions accordingly. They will act as the Public Health adviser to the HDFT Executives.To deliver an agreed business plan which incorporates appropriate quality and efficiency targets and supports the overarching strategy of the Directorate for 0-19 Services.
  • Lead the directorate to ensure all contacts in the 0-19 service maximise health improvement opportunities and reduce inequalities in health outcomes.
  • To develop mechanisms to demonstrate the impact these contacts have on health outcomes. This will include providing expertise in the development and evaluation of outcome frameworks, utilising and developing information and intelligence systems to underpin the public health work.

  • To interface with other providers and commissioners to inform and deliver appropriate pathways throughout the healthcare system.
  • The Triumvirate will be responsible for the Clinical Governance within the Directorate.
  • The senior leader role has a responsibility with the triumvirate for developing the culture to make their Directorate a great place to work.
  • The senior leader role will lead the development and implementation of public health strategies, driving initiatives that address key health determinants and reduce Health inequalities.
  • The senior leader role will have responsibility for Health Protection and Health Improvement, and will work closely with Public Health organisations to improve health and wellbeing, protect the publics health, and decrease health inequalities across the community.

  • Degree in relevant subject or equivalent experience
  • Relevant professional registration

  • Masters degree in relevant subject or equivalent experience

Experience

  • Minimum period of 2 years as a Senior Clinician
  • Recent experience of working in a project management or leadership role.
  • Significant local contribution to the modernisation of services and improvement.
  • Awareness, knowledge and understanding of the NHS and local modernisation agenda.

Desirable

  • Experience of line managing staff.
  • Experience of developing and implementing strategy.
