Blackpool Teaching Hospitals NHS Foundation Trust is looking for an inspirational, experienced and talented Deputy Director of Nursing and Quality to join our clinical leadership team for a 12 month secondment opportunity. We especially welcome applications from those in the NW talent pipeline who are Aspiring Directors of Nursing.

This role is critical in helping to drive forward the Trust's vision central to its five-year strategy and to improve the lives of people who live, work and volunteer in Blackpool, Fylde, Wyre and beyond.

As Deputy Director of Nursing and Quality you will be in a position to influence change in a variety of ways, from our strategic aims of helping to grow and support our workforce to prioritising prevention and early detection of illness

Main duties of the job

A critical part of this 12 month secondment role is to provide highly visible, professional leadership and support for colleagues at all levels on behalf of the Executive Director of Nursing, Midwifery, Allied Health Professionals and Quality.

We're looking for someone who will enjoy working closely with medical, operational and corporate colleagues to inspire improvements that make a real difference to our patients and their families during the 12 month secondment period.

In addition, as a key part of the Lancashire and South Cumbria Integrated Care System, you'll need to actively build relationships at pace and collaborate openly with colleagues across the Integrated Care Board, the Provider Collaborative and the area's five providers.

As well as directly managing key Trust teams, you will work both within the Trust and with our partners and stakeholders to develop and deliver clinical strategy and offer system-wide professional advice and leadership.

Job responsibilities

Leadership

  • To effectively manage the corporate nursing teams, people, regulatory activities and other resources of designated portfolio services to ensure high quality and efficient services that provide value for money within appropriate resources.
  • Strategic and operational nursing and clinical service planning for BTH; PLACE and ICS including development and delivery of ICS/Trust Clinical Strategy; Quality and Patient Experience Strategies; ensuring alignment with national strategy.
  • System wide nursing professional advice and leadership; aligning this to national strategy and professional regulation.
  • Workforce and system design for service integration.
  • Strategic nurse workforce and service development planning and investment, with Professional Trust wide regulatory oversight, financial control,governance and assurance.
  • Share in the responsibility for the achievement of excellent communications with clinical and governance staff and with operational/HR/OD and finance colleagues to ensure that improvement and delivery plans are inclusive, with shared ownership.
  • Provide expert advice and support to the Executive Directors and to all those carrying management responsibilities within the Trust.
  • Oversee the Corporate Nursing Directorate on a day to day basis for the Executive Chief Nurse.
  • Oversee the delivery of the monthly nursing quality objectives and annual quality account to the highest professional standards.
  • Represent the Executive Director of Nursing internally and externally in relation to nursing and corporate responsibilities, developing partnerships, sharing best practice and developing wider opportunities for developing clinical teams.
  • Ensure the shared organizational vision, strategic aims, values and culture of the Trust are actively promoted, provide clear leadership and demonstrate this through being a role-model.
  • To deliver on specific corporate programmes of improvement for Nursing and Midwifery.
  • Lead the implementation and monitoring of key nursing and quality strategies, ensuring that the Trusts approach is in line with National Guidance and best practice. Providing support to the Divisional Directors of Nursing, Lead Allied Health Professional, Associate Directors of Nursing and Quality and The Director of Midwifery in the provision of high quality care to our patients.
  • Provide expert professional advice and direction regarding clinical standards, appropriate treatment and statutory duties regarding clinical care.
  • Advise and contribute to the development of new models of care delivery which lead to improved outcomes for patients and delivery of the Trust QEP programme.
  • Will be the senior manager and budget holder for multiple departments and line manage key posts in the corporate nursing and clinical governance teams.
  • Promote the vision, values and goals of the organisation in particular acting as a professional role model.
  • To maintain effective relationships with colleagues, staff and external partners to support the delivery of the Trusts strategic objectives.
  • To work with the Executive Director of Nursing and Medical Director in overseeing the delivery of the Trusts Quality Strategy and support systems in order to continually improve quality, safety and patient experience.
  • To participate in the Trust Duty Director on call rota.

Clinical Governance

  • To lead on the reduction of clinical risk and avoidable harm to patients through the maintenance of robust risk management, complaint resolution and untoward incident investigation ensuring that the Trust disseminates and learns lessons from experience.
  • Provide assurance and reports on the Trusts clinical governance performance to the relevant Trust committees.
  • To work collaboratively with the Deputy Director of Quality Governance on the development and application of systems, control processes and risk management arrangements that ensure full compliance with internal and external governance requirements.
  • To monitor and manage clinical risk, supporting the production of risk assessments within Trust Departments and adherence to the Trust Risk Management framework.
  • Advise/Appraise the Executive Director of Nursing and Executive Medical Director on changes in national policy/legislation in relation to the Clinical Governance agenda.
  • Work closely with the Deputy Director for Quality Governaance in leading and co-ordinating investigations into serious incidents/adverse events, complaints and claims ensuring analysis of themes and lessons learned.
  • Work closely with the Executive Team, Divisional management teams and Quality Managers in the implementation of clinical governance, assurance and safety across the organisation.
  • To work with the Executive Director of Nursing and Medical Director to ensure that clinical governance is embedded within the everyday practice of all clinical professionals.
  • Ensure standards are being met and maintained against the NHSLA risk management standards and CNST standards.
  • Take the lead in ensuring the maintenance and monitoring of CQC outcomes.
  • Manage the development implementation and evaluation of the ward/community to board performance framework ensuring continuous benchmarking and performance management of the outcomes, implementation of remedial recovery plans or sharing of best practice across the nursing and midwifery disciplines.
  • Working with Divisional Directors of Nursing/Director of Midwifery, develop and review workforce plans for nursing and midwifery, providing advice on issues of skills mix, deployment and utilisation of the nursing workforce.

Education

  • To lead the Trust approach to Nursing and Midwifery education and practice, working with the Divisional Directors of Nursing/Director of Midwifery/Allied Health Professional Lead who are responsible for the delivery across the Divisions for this agenda.
  • To be the Trust Pre-reg and Post-reg Education lead and work in partnership with liaising with relevant Universities and Higher Education Institutions.
  • Ensure that the Trust meets its responsibilities to provide clinical experience, and mentor support for pre and post registration nurse education in line with local and national requirements.
  • To support the delivery of continuous development for Nurses and Midwives.
  • To be the senior nurse lead on the development of the Patient Environment including PLACE and Privacy and Dignity agenda, working closely with the Infection Prevention Team and Estates/Facilities management departments.

  • Significant experience as a senior nurse leader within an NHS organization
  • Significant experience as a senior professional or Management role
  • Proven experience of leading and coordinating complex investigations and enquiries and establishing positive relationships with external bodies involved in regulation and inspection
